Purgatory Scepter in Salt and Sanctuary is a Staff type weapon.
A conduit of the black arts crafted by a necromancer from human bones. While ordinary staves channel elemental energy through inscriptions in a manner consonant with nature's laws, this abhorrent instrument forcibly bends Fire and Sky to its master's will by consuming his humanity as a catalyst. The terrible power it wields is an affront to life itself, and the staff emanates a malevolence so sickening as to bring most living acolytes to their knees in revulsion.
Notes and Tips:
- At 50 Magic this weapon has an Attack of 100.2 at tier VII.
- With it's high base damage and low scaling this is the best staff for low Magic builds. Saira's Staff only starts out-damaging it at 40 Magic.

- Can be acquired by Transmuting any Staff with Lietch Rib, a Diamond Cluster and 30,000 Salt.

I don't see the staff under the different transmutations. I reached lvl 7 devotion in the Fire and Sky creed. I've defeated all the bosses before the crypt of dead gods. I'm lvl 81 and I have no idea how to fix this.
Just upgraded to this from the Rowan staff and it's only 1-2 damage more at 44 magic (while being 1 weight heavier). Honestly wouldn't bother, just stick with Rowan until you can get the tier 5 staff. Looks cool though.
